National Paper Industry produces around 4,000 tonnes of corrugated packaging a month, taking paper reels through to printed, finished cartons under one roof in Ajman. It supplies the manufacturers, brands and distributors that keep the UAE's products moving.
National Paper Industry (NPI) is a UAE manufacturer of corrugated packaging, producing corrugated board and finished cartons for industrial and commercial customers from its integrated facility in Ajman. Acquired by the M.A.H.Y. Khoory Group in 2019, NPI is built around a clear principle: packaging should be engineered for the product it protects and the journey it has to make.
Every carton begins as reels of containerboard: liner for the flat faces and fluting for the corrugated layer between them, combined in recycled and virgin grades as each specification requires. On the corrugator, these reels are formed into 3-ply and 5-ply board, which is then printed, die-cut and stitched into the finished packaging customers order.
From its Ajman base, NPI supplies FMCG, food and beverage, industrial, agricultural and general manufacturing customers across the UAE, as well as e-commerce, logistics and export businesses, combining high-volume production with the technical capability to deliver customer-specific packaging at scale.
Behind NPI's production is an integrated M.A.H.Y. Khoory Group ecosystem. Each stage of the journey is supported by a dedicated Group company or division.
Recovered paper is collected from homes, businesses and industry across the UAE by the Group's Recyclable Waste Management Division and by Green Arabia, the Group's integrated waste management solutions provider. Greenland Transport, the Group's own fleet, delivers it to the mills.
Union Paper Mills, the UAE's first recycled paper mill, manufactures that recovered paper into recycled containerboard. It supplies NPI with fluting and liner and works with its team on paper performance.
The product development team first selects the paper combination and grammage for the strength each carton requires. Fluting is then formed and bonded between liners to produce 3-ply or 5-ply board, which is cut to size and creased along its fold lines. The customer's artwork is applied by flexographic printing, and cartons that need special shapes are die-cut to profile.
Finally, the cartons are glued or stitched and finished, ready for packing, and pass a final inspection before they are delivered to the customer.
Finished packaging carries customers' products to market across the UAE. Union Corrugated Packaging Industries, the Group's new corrugated packaging plant in Abu Dhabi, will extend this capacity from 2027. Once the packaging has served its purpose, it is recovered and returned to the mills.
Together, these capabilities create a practical circular model: paper is recovered locally, manufactured into containerboard and converted into packaging in the UAE, then recovered again once it has done its job.

This approach supports the UAE's ambition to build a more competitive, resource-efficient and sustainable industrial economy. By converting containerboard manufactured in the UAE into packaging for UAE industry, and by investing in cleaner energy and local engineering capability, NPI contributes to local value creation and decarbonisation, in line with the Make it in the Emirates agenda.
A rooftop solar power system commissioned at the Ajman facility in 2026 contributes to the plant's electricity requirements and reduces its dependence on grid electricity. Its generation is monitored continuously.
A CNG dual-fuel burner allows the plant's steam to be generated with a cleaner fuel, reducing reliance on conventional fuel and the associated emissions.
Narrow-width paper reels cannot normally run on a standard corrugator, so they tend to sit in stock. NPI's team developed a method of joining them to standard-width reels on its BHS corrugator, putting this paper to productive use without investing in a dedicated narrow-width corrugator.
Critical components for production equipment are fabricated locally, and engineering, maintenance and operational services are increasingly sourced from UAE-based suppliers. This reduces dependence on imported spare parts and shortens maintenance response times.
At NPI, containerboard is converted into single-wall and double-wall corrugated board and finished cartons, supplied plain or printed and produced to each customer's dimensions and performance requirements.
NPI's production lines are equipped to convert containerboard into board and cartons of consistent strength, dimension and print quality.
